MINUTES

February 21, 2006

The Sands CISD Board of Trustees met in regular session with the following board members present:

Stan Blagrave Martin Nichols

Steve Blagrave Tommy Staggs

Michelle Zant Robin Barraza

Also present: Wayne Blount, Superintendent

Zelda Bilbo, Principal

The meeting was called to order by President Stan Blagrave.

Invocation was led by Stan Blagrave.

There was no Board Audience or Citizen’s Input at this time.

Motion was made by Martin Nichols and seconded by Tommy Staggs to approve the Consent Items. Motion carried unanimously.

1. Approval of minutes of the January 19, 2006 special meeting and the January 19, 2006

regular meeting as read.

2. Approval of Accounts Payable:

Fund 100: $ 181,999.58

Fund 200: $ 12,454.36

Fund 400: $ 5,366.53

Fund 865: $ 3,041.94

3. Amend Budget as follows:

Fund 199:

93-6492-00-999-623 $ 10,000

00-3700-00-00-600 $ 10,000

4. The Financial Report was reviewed by the Board.

5. Approval of ordering a School Board Election on Saturday, May 13, 2006

6. Approval of Janette Brown as Early Voting Clerk.

7. Approval of Janette Brown as Election Judge for the May 13, 2006 election at

Sands CISD Business Office from 7:00 a.m. to 7:00 p.m. to elect three trustees

For a three year term.

8. Approval of the FFA Local Policy

9. Approval of School Calendar for the 2006-07 school year.

10.Approval of an additional 20% Homestead Exemption

Zelda Bilbo presented to the Board the following report:

1. Attendance: 93.64 ADA: 190.53 Enrollment: 214

2. Instruction: TAKS Tests started

3. Extra Curricular: Hosting track meets: March 2 & 3, Senior Day @

South Plains, student Council Seminar March 1, 2006

4. Discipline: Minimum

Wayne Blount presented the following report to the Board.

1. Records management-March 22, 2006 in Austin

2. Board Training April 7-9 canceled

3. Special Ed Students transferring to Lamesa to “Life Skills”

The Board went into closed session at 8:20 p.m.. and convened to regular session at 9:10 p.m. for personnel discussion.

Motion was made by Robin Barraza and seconded by Tommy Staggs to employ Zelda Bilbo as principal for the 2006-07 school year for one year. Motion carried unanimously.

The Minutes were read by the Secretary.

Motion was made by Steve Blagrave and seconded by Martin Nichols to adjourn the meeting. Motion carried unanimously and the meeting was adjourned at 9:15 p.m.
